Between December 10, 2012 and September 30, 2013, two potential sites on the Georgia World Congress Center campus were under consideration. One site was to the north of the Dome at Northside and Ivan Allen Boulevard, while the other sat just south of the current Georgia Dome.

As part of the completion of a Memorandum of Understanding (MOU) between the Atlanta Falcons and the Georgia World Congress Center Authority, the site just south of the Georgia Dome was officially selected as the site of the new Atlanta Stadium on September 30, 2013. The site, preferred by the Falcons and Atlanta Mayor Kasim Reed, was chosen after two historic churches and their congregations agreed to sell their property to make way for the new stadium.
